| Government of Afghanistan has decided to convert current electrical utility, Da Afghanistan Breshna Moassesa (DABM) to Da Afghanistan Breshna Sherkat (DABS). DABS is a state owned commercial electricity utility responsible for generating, transmitting, importing and distributing energy to consumers in Afghanistan. | |||||||||||||||||||
| Duties & Responsibilities: | |||||||||||||||||||
| 1. Report to the Chief Executive Officer and the Board of Directors on financial and administrative matters. 2. Oversees the day to day work of the Administration and Finance Division, provides corporate leadership in Financial and Administrative management, and as a member of the Senior Management Group, helps to set the financial strategies and objectives for DABS. 3. Propose policies and procedures for Financial Management, Accounting, Asset Management, and Budgeting and Control, implementing those policies and procedures approved by the Board. 4. Participate in developing and implementing the corporate business strategy. 5. Develop short, medium, and long-term cost/revenue projections and depreciation programs for DABS’ facilities in accordance with the Commercial Code. 6. Develop budgeting systems and enforce budgetary controls. 7.Develop cost management and control systems. 8. Participate in the development of tariff recommenda¬tions and projections of subsidy requirements. 9. Plan and determine organizational priorities and establish key activities for achieving DABS’ targets for financial, budgetary and administrative performance, working through the Chief Executive Officer to ensure that the staff of the Administration and Financial Division have the resources to perform the required activities and meet DABS’ administrative and financial objectives and targets. 10. Propose policy recommendations and suggest standard operating procedures to the Chief Executive Officer regarding management, supervision, motivation, training, recruitment and selection for Admin and Financial Division staff. 11. Set an example that will nurture superior organizational culture, values, and reputation with all staff, customers, suppliers, partners and regulatory/official bodies 12. Work with internal and external auditors in auditing Income Statements and Balance Sheets, presenting these financial reports to the Board of Directors. 13. Develop Financial Management Reports and Accounting and Reporting Systems to support Board-Level and Senior Management level decision making. 14. Perform such additional duties as may be directed by the Chief Executive Officer. 15. Any other duty or responsibilities assigned by manager / in charge / supervisor. | |||||||||||||||||||
| Qualifications required: | |||||||||||||||||||
| Degree in Accounting, Financial Management and Administration, preferably Chartered Accountant, Certified Public Accountant or Certified Financial Officer designation. More than ten years experience in financial management, planning, development, manage¬ment, and administration of a major public utility, preferably a power utility. Major achievement in the career may substitute for experience and education requirements. Special Requirements: – Demonstrates enthusiasm for the corporate vision and motivates, leads, and empowers others to achieve organizational goals. – Results oriented and highly motivated. – Ability to formulate strategies and policies, and create new approaches. – Ability to translate strategies into strategic and operational activities. – Able to motivate, lead and empower others to achieve DABS organizational goals. – Detail oriented and familiar with financial rules and regulations of the Corporations Law and related commercial laws and regulations of Afghanistan and International Accounting Standards. – Ability to establish and maintain positive working relationships with key stakeholders. – Afghan citizen and fluent in Dari, Pashto, and preferably fluent in English. – Ability to take a broad based view of issues and events, have an understanding of their longer-term impact and wider implications, and communicate this view and understanding to the CEO and the Board of Directors. | |||||||||||||||||||
