IT Specialist - LGCD
LGCD assists the Government of Afghanistan (GoA) to extend its geographic reach to provinces and districts. LGCD implements institution building and community-based development projects to build the capacity of provincial and district governments to improve services delivery. LGCD is a project of USAID/Afghanistan in collaboration with Provincial Reconstruction Teams (PRTs). LGCD for Eastern and Southern Afghanistan is implemented by DAI. Purpose: The Information Technology (IT) Specialist will oversee all hardware, software, and network needs for the LGCD project. S/he will ensure that the outlined IT policies and procedures are implemented. S/he will provide support in other IT areas as necessary and maintain a positive working relationship with the DAI Office staff. | Duties & Responsibilities: | |
| 2. Ensure proper functioning and maintenance of all communications, satellite, computer and multimedia equipment. 3. Quickly respond to problems or interruption in network access, provides ongoing support to staff and troubleshoots communication problems. 4. Help all LGCD/E staff with computer-related problems, requests, or questions. 5. Work with the Admin/Finance Manager to resolve problems with network connection caused by factors other than the information technology equipment (electricity, facilities, etc). 6. Stay on-call when out of the office to help staff with problems or questions related to the network. 7. Maintain email accounts for all staff and confidentiality of all passwords and other restricted information. 8. Work with the Procurement Specialist on specifications and procurement activities related to information technology, communications, and multimedia equipment. 9. Keep track of the office equipment distribution and provide staff with IT equipment upon request. 10. Perform system backups and recovery. 11. Develop and update system maintenance policies with other members of the team. 12. Stay up-to-date with the current technology, especially applications and system in use at the LGCD office. 13. Provide guidance and training to staff in the use and maintenance of computer-based database systems. 14. Inventory and label all computer equipment in TAMIS. 15. Manage photographs database. 16. Maintain data files and monitor system configuration to ensure data integrity. 17. Carries out other duties as assigned by the Network and Systems Manager. 18. Reporting: Reports to the Finance & Admin Manager-East. | |
| Qualifications required: | |
| 1. University degree or equivalent in related field 2. At least 3 years work experience in the IT field, preferably with international donor-funded projects, UN agencies or INGO’s on relevant programmes in Afghanistan. 3. Fluency in English and Pashto, Dari a plus 4. Excellent verbal and written communication skills. 5. Computer programming, trouble shooting, and networking experience. 6. Ability to design meaningful reports and analysis. 7. Team oriented. | |
