National Civil Engineer / Compound Manager - FAO

Duties & Responsibilities:
Under the overall supervision of FAOR and direct supervision of International Administrative Officer, the Civil Engineer/ Compound Manager will be responsible for:

1. Be focal point for FAO Representation on over all Engineering/ Construction projects;

2. Prepare technical Engineering assessment in relation to surveying, designing and quantity/cost estimation for small and medium size projects;

3. Provide necessary technical guidelines for the selection of construction projects in all the identified locations;

4. Prepare a program of work for construction and handing over of the constructed projects;

5. Define the parameters and procedures for the monitoring of the construction activities;

6. Prepare progress reports according to the activities carried out in the sites including findings and recommendation/ feedback to the contractors and project staff;

7. Provide Engineering and technical advice for all kind of renovation/ construction works of FAO programme and projects;

8. Follow up the bidding procedure for the renovation/new construction projects.

9. Analyze the offers received from the companies and recommend for signing contract based on technical suitability and reasonable cost;

10. Supervise and regularly inspect the on going projects providing required advice;

11. Control the quality of materials and equipments which the company made available on construction site;

12. Provide recommendation for any changes needed through construction specification and extra works as required;

13. Certify the companies invoices for their projects payments based on contract payment schedule;

14. Issue certificate for the completion of the works and maintenance period;

15. Manage the administration of Darulaman compound;

16. Ensure that the electricity and water system of the compound are in good working condition and take appropriate action if required, as well as arrange clearance of bills accordingly;

17. Supervise the duties of FAO guards and armed guards inside the compound;

18. Responsible for the payment of salaries to the FAO common cost guards of the compound;

19. Ensure the cleanliness and maintenance of the compound;

20.Responsible for maintaining the petty cash expenses of Darulaman compound;

21. Perform other related tasks and duties as advised by the supervisor;

   
Qualifications required:
1. University degree in civil engineering from a recognized university;

2. At least five years of progressive working experience with the UN Agencies and/or International Organizations in the relevant field;

3. Excellent communication skills, proactive, ability to work independently and take initiatives;

4. Ability to organize and coordinate activities with demonstrated skills to write clearly and concisely in working languages;

5. Familiarity with the use of computer soft-wares particularly Microsoft Office including Excel, Word.

6. Full knowledge of AutoCAD application is required, knowledge of any other computer application related to Engineering will be an asset,

7. Working knowledge of the English Language as well as local languages i.e. Dari and Pashto.
