New Postal Vans to the Postal Department of Ministry of Communications and IT
1. This invitation for bids follows the General Procurement Notice for this project that appeared in Development Business; issue Number: 612 of August 23, 2003.
2. The Islamic Republic of Afghanistan has received a credit from the International Development Association (IDA) and it intends to apply part of the proceeds of this credit to payments under the contract for Supply of New Postal Vans to the Postal Department of the Ministry of Communications and Information Technology (MCIT) at Kabul, Afghanistan.
3. The Ministry of Communications and IT now invites sealed bids from eligible bidders for Supply of New Postal Vans, as required by the Postal Department of the Ministry of Communications and Information Technology (MCIT) at Kabul, Afghanistan. The contract is for supplying new Postal Vans at Kabul, including all related transportation and testing, on a single responsibility basis.
4. Bidding is being conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995 and revised in January and August 1996, September 1997 and January 1999) and is open to all eligible bidders as defined in the guidelines. The guidelines are available for scrutiny on the World Bank Website (www.worldbank.org).
5.Interested eligible bidders may obtain further information request for the bidding documents from the Foreign Procurement Department (FPD) of MCIT-Kabul during office hours 9 am to 3 pm. Foreign Procurement Department of MCIT-Kabul will be the primary point of contact throughout the procurement process and all bidding-related correspondence from FPD will be delivered via Email. A complete set of bidding documents in English would be received by the interested Bidders by E-mail on the submission of a written application to the address below:-

6. Bids must be delivered to the address as given above at or before 11.00 hour’s local Kabul time on 31 Mar, 2008. All bids must be accompanied by a bid security of US$30,000 (or Afghani equivalent), based on the exchange rate prior to seven days of the bid opening. Late bids will be rejected. Bids will be opened immediately thereafter, in the presence of the bidders’ representatives who choose to attend at the address below at 11.00 Hours (Kabul time) 31 Mar, 2008.
