Tender: Construction of 25,000 lines Copper Cable Network for 7 cities

1. The Ministry of Communications and Information Technology (MCIT) has received funds in its core development budget through Ministry of Finance and it intends to apply part of it to payments under the contract for expansion of copper cable network in Afghanistan.

2. MCIT now invites sealed bids from eligible bidders for construction of 25,000 lines copper cable network in 7 new cities of Afghanistan. The contract is for complete work as a turn key project, including survey, planning, providing detailed design, supplying cables and necessary equipments, transportation, complete implementation and testing on single responsibility basis.

3. Bidding is being conducted through the International Competitive Bidding (ICB) procedures and Bids will be opened in the presence of the bidders’ representatives.

4. Interested bidders may obtain a complete set of bidding documents in English and further information from the Foreign Procurement Unit (FPU) of Planning & International Relations Department MCIT- Kabul from 9:00 hrs to 15:00 hrs on any working day from Saturday to Thursday, not later than May 14th, 2008 against the submission of a written application, and upon prepayment of a non refundable fee of 10,000 Afgs (Ten Thousand Afghanis) or 200 USD (Two Hundred US dollars)

5. Foreign Procurement Unit of MCIT–Kabul will be the primary point of contact through the procurement process and all bidding –related correspondence from FPU will be delivered via Email. The Bidders written application shall be to the address below:

6. Bids (one original and one copy) must be delivered to the address below at or before the Last date and time for submission of Bids (10.00 hours local Kabul time on 14 May, 2008). Late bids and Bids without Bid Guaranty will be rejected. Bids will be opened immediately thereafter, in the presence of the bidders’ representatives who choose to attend at the address below at 10.00 Hours (Kabul time) on 14 May, 2008.

7. All bids must be accompanied by a Bid Guaranty of USD 50,000.00 (Fifty Thousand US Dollars) in the form of bank guarantee with 6 months valid date. Cash and Bank Cheque are not acceptable.
