Word Banks multi-donor trust fund

The multilateral Afghanistan Reconstruction Trust Fund (ARTF) is a vehicle for 28 countries to help Afghanistan rebuild. Its funds help the government finance spending such as salaries of teachers, health workers, and civilian staff in ministries and provinces. It also finances programs and projects in rural development, infrastructure and capacity building, and the procurement of goods.

It was set up in May 2002. It is administered by the World Bank under the supervision of a committee that includes the Asian Development Bank, the Islamic Development Bank, the World Bank, and the United Nations Development Program.

As of 22nd August 2007, 28 donors had pledged US$2.3 billion to the ARTF, of which more than US$2 billion had been received. Over US$1 billion had been disbursed to the Government of Afghanistan to help cover recurrent costs and US$514 million had been disbursed for investment projects.
